Update pm_plat_attributes with defaults and better descriptions
- Add 24x7 invocation time to hb_temp_defaults
- Rename 24x7 attribute to not start with a number (HB CI)
- Made iVRM deadzone attribute an override attribute
- Addressed Gerrit comments(2)
- Rebased
- Added some addition <initToZero> indicators and other default values
- Made PERF_24x7_INVOCATION default to 1 to resolve Gerrit comment
