Inverts the order that call_dmi_erepair passes TX and RX lane vectors into

When getting the interrp initialized for the MPIPL boot we need to
look up the remote node's hrmor value that each node stored away in
the ipc_data_area_t of each node. Previously the code was relying
on all of the HRMORs to be evenly laid out in intervals of the master
node's hrmor. This calculation is no longer valid, we must look up
the value stored on the previous boot.

After speaking with the interrupt HW team they have requested that
we add some data to the information we are collecting for memdiags
timeouts. This commit will make sure we grab the TIMA info as well
as the Interrupt Controller's LSI ESB state

The host kernel was crashing when it probed PEC0/PHB0. HDAT
was populating incorrectly, not showing that PEC0/PHB0 was
gard'd. The code which populates HDAT uses the attribute,
ATTR_PROC_PCIE_PHB_ACTIVE, to indicate which PHBs are active.
I updated hostboot code to consider gards when setting the
attribute.

If the service processor has pre-configured the hardware to the state
required by the host firmware it can set a bit to indicate this. If the
bit is set, avoid touching the UART configuration.

HBRT sends a message to the FSP when a runtime deconfig takes
place. Obviously if there is no FSP present we shouldn't send
that message.

This change amends the processMrw.pl script to get the I2C_ADDRESS property
from the I2C slave if it is not available from the I2C bus object. Without
this change, the OpenPOWER MRWs populate invalid I2C addresses in the
HDAT I2C attributes, which Hostboot then ignores, resulting in OS not seeing
all the I2C devices

System shut down due to no functional primary TPM doesn't
force attribute sync to FSP (which is a part of normal istep
shutdown process), so the TPM_UNUSABLE attribute used to
perform alignment check is never updated on FSP. This change
adds explicit attribute sync to FSP in the TPM required
execution path.

There is a single field in HDAT where Hostboot fills in
an address where PHYP will then write the new HRMOR
value any time it changes. The problem is that the
independent Hostboot instance in each node is writing
the same field with their own node-relative address.
There is only 1 field so the last node in will win.
Then on the mpipl we won't be able to find it.

Previously, XBUS link training kept track of bad lanes before and after the link
training procedure, so as to clear FIR bits for old problems. This violates
secure boot restrictions, so this change relocates the FIR bit clearing to after
the SMP has been built

Keep a reserve space for each proc where sbe can dump all the
architected register state data, which host will use to build the
hdat in mpipl path. Host will pass on this address to each SBE in
the stash after calculating the respective offset basis the proc.

MDRT count is saved out into an attribute in istep14 and the same
is fetched out in istep21 for Phyp as well as Opal(ZZ-L) system.
Added libruntime.so to istep14, Since Dump relies upon runtime module
Moved 'useRelocatedPayloadAddr' setting to call_host_mpipl_service(),
So that we have everything set before calling doDumpCollect()

In the event that the SBE fails hostboot will attempt to recover it.
During runtime hostboot will attempt an HRESET if the SBE is in a
failed state. When the SBE performs the HRESET it will save some
important information that will persist through the reset. If one
side is failing to recover the retry code will attempt to switch sides
and do the hreset. If the SBE seeproms have different versions of the
SBE code the data that was supposed to persist through the HRESET will
be in incorrect places because the version mismatch. Because of this
we cannot switch seeprom sides and perform a hreset if the seeproms have
different level of the SBE code.

IPC_DATA_INVALID errors show up on single-node systems (ZZ,
Zeppelin) intermittently without a known or obvious cause.
This change lowers the severity of those errors to
Informational, as they are meaningless on one-node systems
and have never been seen on multinode systems.

We turned off some VPD tests when we branched to include
cumulus. However, the VPD is different between the two and the
tests have to be different to match. This commit splits up the
testing array into two and tests depending on what system we're on.
I picked out a random sampling of VPD keyword record pairs.

Currently HB uses FSP register at runtime to do special wakeup
in open-power systems. It prevents pdbg or sbe from using that
register. HB should shift to hostservices to do special wakeup.

At one point in time there was a plan to have the SBE read the HRMOR
and set it in the keyAddr stash space that is used to talk to HB.
That plan was cancelled but the code was added to Hostboot. This
commit removes the old invalid code.

Recent changes to direclty use HRMOR for calculating
addresses broke 3 and 4 node configs. This commit
removes the multiplication of _nodal_ HRMOR * group id
(since the _nodal_ HRMOR mechanism now factors that in).
It also uses the IPC addresses to handle start payload,
so math/constants are not used to find master node.

In I2C reset sequence, code previously only waited until SCL line asserted
and, on timeout, sent a slave stop command anyway. This caused situations where
the I2C master could get locked up for long periods when misbehaving I2C
devices were holding down the clock line. This change waits for both SCL and
SDA to go high before invoking the slave stop command, and if that wait times
out, skips sending the slave stop.

During early boot, Hostboot attempts to resend unacknowledged error
logs from prior boots as eSELS, without correponding SELs. BMCs typically
require both in order to expose a given error log to a customer. This change
morphs errors from prior boots into callhome type logs, so that a simple eSEL
will be enough to get the error propagated.

This commit adds PEER_TARGET and PEER_PATH to the SMPGROUP Target,
which is a child of the OBUS chiplet. This should resolve the
PEER_PATH not being set for some instances of the SMPGROUP.
