For axone we are writing the OMI mmio bars into hdat so the hypervisor
know how to talk to the devices. IPL code needs to be able to lookup
the hbrt-style ids so we can use them to make hdat entries that the
hypervisor will be able to associate targets with. This commit also
move rt_targeting.H to the correct include directory and updates
everywhere that it is included.

Rather than having to remember to include config.h anywhere
we reference a CONFIG variable (and usually forgetting),
this adds it to the default compiler flags so that it
gets included in every source file we build.

Once I made the Attribute structure public, I exposed the API.
It was no longer sufferance to allow users to just modify the properties
of the structure openly. It was time to encapsulate the data and
provide a proper API.
Removed the 'virtual' keyword from the class AttributeTank. This
class is not being used polymorphically any where, therefore the
keyword 'virtual' was just adding to it's memory size foot print
for no reason.

* Added struct AttributeSetter_t to be sent as a GenericFspMboxMessage_t
message via a firmware request.
* Created 'sendAttributes(const vector<Attribute>&)' to pack the
attribute data into the message to be sent.
* Moved AttributeTank::Attribute from the private area to the public
area so it can be used outside of class AttributeTank.
* Added more documentation on how the process of adding and creating

Axone reuses the RISK_LEVEL settings for Nimbus DD2.3 so changes
are made to reflect that. This is primarily a documentation
exercise but there is logic now to normalize the RISK_LEVEl up
to 4,5 versus 0,1 just to stay sane and reduce the test matrix.

Resolve warnings when compiling with gcc 4.8. Compiled with GCC 7.3,
no more compile errors/warnings; build ends with caught exception from
linker. This commit compiles with GCC 8.2, no more error/warnings; except
for a linking warning.

Mailbox is needed to send attrs to FSP but it is
disabled after a shutdown request, which causes
messages to be dropped. Solution is to process messages
as normal, but after the shutdown is requested we then
ignore all future attr messages

While going through IPL flow updates for Axone I realized it would be
handy to have a targetService utility function that told us what MODEL
we are running hostboot for. This commit introduced the interface
TargetService::getProcessorModel() which will return the model of the
master processor.

Witherspoon (OpenPOWER) will run in native mode, which means
all the processors have to be at the same level
(all DD2.2 or all DD2.3). Other systems (ZZ) we support
running in a mixed configuration where DD2.3 processors will
be run in 2.2 compatibility mode. We also need to support
arbitrary OP systems that might want to run in compatibility
mode even without mixed parts.
See src/usr/hwas/common/README.md for the rules and resulting
mode.

The OCC is responsible for detecting the EPOW signal
and triggering the save operation on the NVDIMM.
Therefore, if the OCC is not running we are unprotected
from a poweroff event. PHYP needs to inform the LPARs
using the NV (non-volatile) memory of this state so they
can behave accordingly.
HBRT is responsible for telling PHYP when we get into this state.
There are two ways we can detect this state:
a) HBRT explicitly puts the PM complex into reset
b) PRD detects a specific FIR bit
The message should include this data:
- what state we are in (protected or unprotected)
- which processor is affected
Work for this story will include:
- Definition of the new message
- Creating a utility function to send the message
- Calling utility function to send 'unprotected' message
inside of all pm reset paths at runtime

This commit puts in the plumbing to have xmltohb.pl look for
ATTR_OMIC_PARENT attributes on the OMI targets and with the value
of that attribute define a bi-directional relationship between the
given OMI target and its defined OMIC parent. Each target in the binary
will have pointers to its associated parent/child. When getChildren<OMI>
or getParent<OMIC> is called in the FAPI2 api for a OMIC or OMI target
respectively, then the Hostboot platform implementation of these
functions will route to the new getParentOmicTargetsByState and
getChildOmiTargetsByState functions that were defined to perform lookups
in the targeting binary for this relationship.

This commits enables HOMER BAR to point to the top
of the secure memory on SMF-enabled systems. Consequently,
the HOMER image and hostboot reserved memory will
be moved to the secure memory if SMF is enabled.

Moved synching attributes into an attribute resource provider shutdown path

HBRT's targeting doesn't map the System target to its
nodes correctly because the target stitching code, that
already exists on FSP, is not present in HBRT. This change ports
the abovementioned code to HBRT, so that the system
and node targets are correctly associated to each other
at the end of targeting init. Note that unstitching is required
during MPIPL to break the links between sys <-> node because
only one node on which hb is running is visible during the boot.

Applied the normal parent/child rules for EC/EX/EQ logic to be done in
the runtime deconfig logic.
After applying the deconfig logic, then reset the PM for the parent
proc of the EX/EX/EQ.
To facilitate the code changes, modified the return value of the
TARGETING::getParent(...) call. It no longer returns a const * Target,
considering 5 times out of 7 of it's usage, users were just
staic_cast(ing) away the const.
Clear out the HB reset attribute in the mpipl path.
Modify PRD logic to use runtime deconfig call in malfunction alert
path.

There are two cases where hostboot's attention is required in istep7:
- If HRMOR we booted with doesn't fall in the range of proc_mem_to_use's
memory, then the SBE is old. HB will do an sbe update and
request re-ipl
- If HB deconfigured a bunch of dimms in istep7 and ran out of memory,
then we will request a reconfig loop
Then, in istep14, we added another sanity check to make sure we have
memory as expected to prevent unexpected failure after exiting cache
contained mode.

There are a couple of things we have to do to targets/attrs when we
either transition from Hostboot->HBRT or from HBRT->Hostboot during
an MPIPL. These include resetting all of the mutex attrs so they
are in the unlocked state and updating the pointer which PEER_TARGET
stores as a value to reflect the change in the memory mapping. For
both of these tasks we need to loop through all of the targets.This
refactor allows both these tasks to be done in the same loop.

This commit adds an option to the two masterProcChipTargetHandle()
functions to only look for and return a functional master proc chip
as necessary with the issue in Defect SW424528. The default behavior
of these functions - where the functionality is not checked - remains
the same. Once use of these functions has also been updated to use
this new option.

Attribute Overrides from FAPI tank are ignored as the Target Type
is defaulted in the call tree and thus Attributes for FAPI
Targets are never extracted.
Add a error log if FAPI Attributes are ingested so there
is an indication that these are not supported rather than
throwing them silently on the floor.

A new XML file with list of attributes need not be synced is
accepted by the script. The attributes in the list is excluded

Enable HBRT to prepare for a concurrent code update on a multiple node system.
Modify preparation function called by Host to loop through all nodes on the
system. Make additional updates to go from supporting only a single node to
supporting multiple nodes.

Existing targeting functions were written to support a single node
implementation. There are functions currently linked to HBRT, but
not needed by HBRT that break with the multiple nodes support. Those
functions will be compiled out of HBRT.

We saw a bug where we were getting hung up on one of the i2c engine
mutexes on MPIPL. We still haven't determined WHY we are seeing the
mutex locked after an MPIPL but just to be safe we are now looping
through all of the targets and checking each attribute to see if it
is of type hbmutex. If it is then we will call mutex_init on the mutex
to reset it so the mutex is ready to use.

Change to call the TargetService class initialization function with the correct
maximum number of nodes rather than always defaulting to 1. Provide support to
get first target iterator for a specific node. Update AttrRP::translateAddr

Fixed a bug where the wrong copy of the attribute was being used
after our code update preparation was run.
Fixed a bug due to not having enough memory allocated to update
the attribute values during the transition.
Added space to initial reserved memory to allow for new
attributes to be added at runtime.

This change to xmltobh.pl adds support for a new range tag in
attribute_types.xml and generates range checking code when the
new range tag is present for an attribute.
