Fix Romulus power and reset button
The POWER_BUTTON and RESET_BUTTON direction needs to be set to `both`,
otherwise there is no interrupt generated and thus the buttons do not
work.
Change the direction to `both` fix the issue.
Fixes openbmc/openbmc#1437
