Add Zaius board configuration
Zaius is a POWER9 machine announced at the 2016 OpenPOWER summit. Notable differences from Witherspoon in this initial board configuration include Zaius's lack of I2C connections to OCC, lack of external memory buffers, and lack of power capping support.
