Moving the L3_NO_ALLOCATE_MODE_EN dial from scom init to scan init
The L3_NO_ALLOCATE_MODE_EN dial needs to be in scan init because
it is used in cache contained mode. Since the scom init file is
applied during regular cache contained mode but not runN mode
then for runN to match cache contained mode all dials used in
cache contained mode need to scan init.
