openpower-software-manager: Support ubi and static layout
Move ubi and static specific configures into bbclass, and inherit the
bbclass in openpower-software-manager recipe.
Tested: Verify Romulus build uses the static bbclass, and Witherspoon
uses the ubi bbclass.
