Pure move of eBPF offload files to BPF app directory,
only change the names and relative header location.
nfp_asm.h stays in the main dir and it doesn't really
have to include nfp_bpf.h.

Most infrastructure can be reused, provide separate handling
of context offsets and exit codes.

Add offload of TC in direct action mode. We just need
to provide appropriate checks in the verifier and
a new outro block to translate the exit codes to what
data path expects
