topic/remove-fbcon-notifiers:
- remove fbdev notifier usage for fbcon, as prep work to clean up the fbcon locking
- assorted locking checks in vt/console code
- assorted notifier and cleanups in fbdev and backlight code

One trivial merge conflict fixed.
