crypto: qat - Intel(R) QAT driver framework
This patch adds a common infractructure that will be used by all Intel(R)
QuickAssist Technology (QAT) devices.
v2 - added ./drivers/crypto/qat/Kconfig and ./drivers/crypto/qat/Makefile
v4 - splits common part into more, smaller patches
