For axone we are writing the OMI mmio bars into hdat so the hypervisor
know how to talk to the devices. IPL code needs to be able to lookup
the hbrt-style ids so we can use them to make hdat entries that the
hypervisor will be able to associate targets with. This commit also
move rt_targeting.H to the correct include directory and updates
everywhere that it is included.

Rather than having to remember to include config.h anywhere
we reference a CONFIG variable (and usually forgetting),
this adds it to the default compiler flags so that it
gets included in every source file we build.

Created a new 'HBRT' trace buffer that is exclusively used to
bound the external calls into our runtime image.
Modified the return code values to be the reasoncode of the error
log we commit instead of a generic '-1' value that is not
very helpful.

While updating some LPC logic a developer noticed a bug where
an errlog handle wasnt getting set to nullptr after it was deleted
this caused a confusing bug that took awhile to track. I noticed
that this bug was all over our code so this commit fixes a lot of
cases where variables get deleted but not set to nullptr

For Secureboot purposes, we don't consider the FSP a secure source. So
this commit inhibts attribute overrides and any sort of attribute syncing
from the FSP.

A workaround was added to the code to allow attribute override
support on systems that are still using the old style of HBRT
data (not Reserved Hostboot Memory). That code caused an error
to be thrown on systems that did use RHB. The code was changed
to delete the error in this case insted of committing it.

Attribute overrides are stored in a separate tank of memory from
the regular attribute values. This tank will be added as an
additional reserved memory section for HBRT to consume (only if
overrides exist).
Also fixed a couple bugs encountered while testing:
- No longer crashes if an error is created inside the targeting
initialization code.
- Added reserved bytes to RHB definition.
