Make fixes to the sync system attributes block of code that caused it to make
the HBRT adjunct partition fail with one of various symptoms including a crash,
stack corruption, or HBRT command failing.
Also refactor the getNextTarget() code to reduce additional tracing that was
added recently since too many traces are being generated.

Enable HBRT to prepare for a concurrent code update on a multiple node system.
Modify preparation function called by Host to loop through all nodes on the
system. Make additional updates to go from supporting only a single node to
supporting multiple nodes.

- targeting: skip over ATTR_BAD_DQ_BITMAP during fapi attriubte dump
as it is not looked up correctly for cumulus.
Need to add it back in future.
- istep changes:
- remove p9_throttle_sync from istep 13, it is already getting
called in istep 14
- add support for memdiags on cumulus
- centaur pibrc errors: mask out PROTECTION_BIT for centaur scoms as it is
irrelevant for centaurs
- configureHbrtHypIds: correctly setup DMI information

While verifying SBE boot from both SEEPROM sides, several changes were
identified and a hack was created to fix a HWP bug.
1) Replace use of SBE::setNestFreqAttributes with use of
TARGETING::setFrequencyAttributes.
2) Update TARGETING::setFrequencyAttributes to not pass in i2cBusDiv,
but instead to calculate this value.
3) Update TARGETING::setFrequencyAttributes to find the PLL bucket for
the new nest frequency.
4) Add a call to TARGETING::setFrequencyAttributes in call_mss_freq.
5) Remove finding PLL bucket from call_host_voltage_config. It is not
required since TARGETING::setFrequencyAttributes is being called.
6) Remove SBE::setNestFreqAttributes and SBE::checkSeepromNestFreq from
sbe_update.C as they are not being used.
7) Remove various variables, fields, and parameters because they are
unneeded after work above.
8) Add hack to set SBE boot side indicator back to primary side before
doShutdown in sbe_update.C.
9) Add syncAllAttributesToFsp call before doShutdown in sbe_update.C.
10) Add attributes for the nest PLL frequency data.

in response to crash on FSP; translateAddr() can return NULL
if the address is invalid, so all callers need to handle this
case.

Add code so that a hostboot or procedure developer can save attributes
into an error log and have them display in a human-readable way in order
to aid debug and FA. All data is stored in errlog in binary format and
decoded into strings and enum 'constants' with the parse function.
Methods to dump and parse the attributes are auto-generated by the
xmltohb.pl script.
In addition, cleanup up Target User Details so that blanks lines aren't
output and so that the attribute name isn't put into the error log and
is instead added by the parse function (smaller errlog usage), and change
to same coding style as other UserDetail functions (data put into buffer
in ctor and not in addToLog function).
following will be added in future story/task work:
- parsing for complex attributes.
- combining multiple attribute user details together instead of
generating a separate log entry for each.
