Currently Hostboot only sets up the architected dump
capture on the SBE for OPAL based systems. This commit
adds the setup to PHYP based systems as well.

Rather than having to remember to include config.h anywhere
we reference a CONFIG variable (and usually forgetting),
this adds it to the default compiler flags so that it
gets included in every source file we build.

This patch adds support to collect processor architected register data.
SBE <--> Hostboot :
-------------------
During first boot, hostboot reserves memory to copy architected register
data by SBE and sends address to each SBE (see commit 9f49d11b). During
MPIPL SBE collects architected register data and copies to reserved
memory.
Hostboot <--> Hypervisor :
--------------------------
HDAT/SPIRAH has new ntuple (Processor Dump Area) to pass various
architected register data. During IPL/runtime hypervisor reserves memory
for architected register data and updates SPIRAH.
During MPIPL (istep 14.8), hostboot converts SBE formated architected
registers data to HDAT format and copies to hypervisor reserved memory.
It uses NACA/SPIRAH pointers to get hypervisor reserved memory details.
Hostboot has to update SPIRAH ntuple after loading new LID to memory.
Hence this patch introdues below new attributes:
- PDA_CAPTURED_THREAD_REG_ARRAY_ADDR
- PDA_CAPTURED_THREAD_REG_ARRAY_SIZE
- PDA_THREAD_REG_ENTRY_SIZE
- PDA_THREAD_REG_STATE_ENTRY_FORMAT

There are certain small time windows where the core scratch register, which
holds the Hostboot load address for FSP to read in order to dump Hostboot, is
cleared during winkle. This change caches the Hostboot load address in a
processor attribute that FSP can read/use in the event it happens to request a
dump in the window where the core scratch register is not valid.

Commit 529bf93 added new attribute to save MDRT count (MPIPL_HB_MDRT_COUNT).
This commit un-conditionally updates MDRT count in call_host_runtime_setup().
At present OPAL doesn't support MPIPL and hence its not updating MDRT ntuple
in SPIRAH...resulting in writeActualCount() to fail. And we endup in system
terminate state (at least in FSP system).
Lets make sure attribute contains valid MDRT count before calling
saveActualCount().

During the IPL, Hostboot will initialize part of the PM Complex
and setup the HOMER memory spaces. At runtime, PHYP will reinit
the complex with its own memory spaces. This change explicitly
resets the complex and clears any related HOMER attributes before
jumping to PHYP so that the first call at runtime starts completely
fresh.

There was a bug in the code where we only were turning off core xstop
escalation on the master node. This is because we were not using IPC
to tell slave nodes they also need to do this. This commit re-adds the
enableCoreCheckstop function to istep21 and adds it to part of the
IPC_START_PAYLOAD message handler so this will happen prior to shutdown
on all nodes.

is fetched out in istep21 for Phyp as well as Opal(ZZ-L) system.
Added libruntime.so to istep14, Since Dump relies upon runtime module
Moved 'useRelocatedPayloadAddr' setting to call_host_mpipl_service(),
So that we have everything set before calling doDumpCollect()

This change alters where Hostboot copies the Phyp secure header; instead
of placing it in front of PHYP (PHyp HRMOR-4k), it instead redirects it to the
standard reserved memory area. By doing this, we prevent it from
unintentionally ending up in mirrored memory.

There was a bug where in fused mode we are not also setting the 2nd
half of the fused core to have the appropriate scom values in the fir
action registers. Also we were not re-applying the desired values back
to the core fir action registers at the end of hostboot because of a
simple bug.

This change implements reporting of trusted boot status
to HDAT considering all nodes of the system. To avoid
inter-node communication, the check is done after the
HDAT TPM info is populated for all nodes. The logic goes
through all TPM Info HDAT records (for each node) and checks
whether the master TPM on each node is present and functional.
The result is aggregated into the trusted boot enabled bit on
the master node. The check is done after the separators have
been extended into TPM; this allows each primary TPM more
chances to fail before we say that it's functional.
Trusted boot enabled bit is reported as 1 if ALL primary
TPMs on ALL booting nodes are present and functional. It is
reported as 0 if at least one primary is not present or
not functional.

This commit retrieves the amount of space the PAYLOAD has reserved
for the HDAT content in its SPIRA section. It then uses this size
when copying the HDAT from the temporary location (where the FSP
put it with DMAs-via-TCEs) to its final location.

Inside call_host_runtime_setup() there is a call to
VPD::goldenCacheInvalidate(). This function invalidates our VPD
cache in PNOR in mfg-mode in order to allow manufacturing to modify
serial numbers at runtime and have those settings take effect on
the next boot. This has been in place since early P8 OpenPOWER.
In that same function is a call to RUNTIME::populate_hbRuntimeData().
This is where we copy the Hostboot data out into mainstore for HBRT
to use later on. One of those pieces of data is the VPD cache.
In January a fix went in for a different issue that moved where
populate_hbRuntimeData() was run, putting it *after* we clear it in
mfgmode. Obviously that isn't going to work so well...
This commit moves the invalidation later in the function so that it
is after we save off the cache again.

The FSP DMAs-via-TCEs the PAYLOAD and HDAT sections into HRMOR-relative

was not using HRMOR-relative physical addresses and failed when node0
was not configured. These changes should address this and similar
code using these address spaces.

Existing code didn't support collecting the present chips
on all nodes (Hostboot instances) and updating all SBEs with
a system wide view. For non multi drawer configs it will just
update based on HB instance view. For multi drawer configs
the other hostboot instances will be queried for their configs,
aggregated, and then informed of the system wide view via IPC
commnuication.

-Reordered start_payload to ensure that common things like
disabling special wakeup, closing down SBE windows, core xstop,
and clearing PM bars are executed as part of our shutdown path
-Due to above, needed to correct shared libs loaded on non master

While verifying the PAYLOAD in memory before moving it to its final
location, this commit parses the PAYLOAD's header and verifies that
it has the correct componentId. It also extends the PAYLOAD
information to the TPM.

This commit will skip verifying the OPAL Payload in istep 21.1
after the HDAT FSP component has loaded it into memory. The OPAL
payload will still be loaded in the right memory location and
the IPL will continue.

This would enable TCEs on all FSP-based systems by setting the
default value of ATTR_USE_TCES_FOR_DMAS to '1'. It can be over-
