Need to clear first 2 bits in CFAM register 0x283B.
This basically resets our SBE communication stream just
incase HBRT restarts after processing SBE interrupt.
Clearing these bits tells the sender to resend the command.

*Wrote a runtime SBE pass-through function to invoke the
runtime apply_attribute_overrides function. The caller
is required to place the request data in the
SBE COMMS reserved memory area and invoke the
sbe_message_passing function. The request data consists
of an sbeMessage_t header followed by binary override
data which can be obtained from the attributeOverride tool.
Upon completion of the sbe_message_passing function, the
respose data will be written to the SBE COMMS AREA.
*Added support for accessing system attributes at runtime.

Several design changes have been made and need to be reflected in the HBRT code.
Increase size of SBE Communication buffer
Changes to definition of Command Class / Command
Add a wrapper for existing HTMGT function
Set Generic HTMGT Message to be processed via wrapper
Add erase of process command function entry from map
Also address minor review comments from prior reviews.
