In the OCBM inband communication code the func correctMMIOEndianForStruct
will flip around some of the struct's bytes to satisfy the endianess
changes needed between the OCMB and the P9A processor. This code was
also padding out the communication data so it was always an even multiple
of 8 bytes. This padding was getting skipped if the attribute was set
to skip the endianess correction. To fix this I decided to remove the
padding code from the endianess correction code and make a new function
that is being called before the correctMMIOEndianForStruct function.

Data written/read from the command/response/data
buffers is done so in transaction sizes of 4 or 8
bytes. The data in those transactions will be
little endian byte order. The byte order of those
transactions must be corrected to represent the
data structures stored in the buffers correctly
for extraction of field data. The fields themselves
will be big endian byte ordering.
This patch also adds two attributes:
ATTR_MSS_OCMB_EXP_STRUCT_MMIO_ENDIAN_CTRL -
Controls whether or not bytes read from and
written two the buffer are swapped. The default
is to swap the byte order.
ATTR_MSS_OCMB_EXP_STRUCT_ENDIAN -
Controls whether or not the bytes of buffer
structure fields are little endian or not.
The default is big endian.

getRSP can check if a data response exists and then grab that
data and load it into a vector. The caller is responsible for
converting the data into big endian format for their expected
response structure.

This commit adds a new exp_i2c_scom.H file which contains two
functions, i2c_get_scom and i2c_put_scom. These functions will
take in a fapi2 OCMB target, an address and a buffer that either
contains scom data to write or space for scom data to be written
to. The functions use the fapi2::puti2c / fapi2::geti2c interfaces
to perform the scoms.

A read of the sensor cache is done via 2 32-byte MMIO reads. There is
no system implementation that can handle a 32 byte transaction size
currently, but implement the structure and wrapper so it is available.

p9a_get/put_mmio implements getMMIO and putMMIO via
the ADU.
explorer_inband implements functions to access MSCC
MMIO registers, MSCC RAM space for commands and
responses, and IBM scom registers via inband/mmio
to Explorer.
