Add PROC_SELECT_BOOT_SEEPROM_IMAGE Attribute
Adding the PROC_SELECT_BOOT_SEEPROM_IMAGE attribute on the
processor level so that it can be used to designate which SBE
SEEPROM to boot from on a per-processor basis. This will
eventually replace the PROC_SELECT_SEEPROM_IMAGE which is only
at the system level.
