Set ATTR_MEM_EFF_DIMM_SIZE until MSS team sets in in HWPs
The istep 7 HWP from the MSS team should be setting this but they
are not. Until they fix their code to set this we need this in order
to establish memory (otherwise we assume size of DIMM is 0)
