PSTATE: PGPE_Flags-ATTR_PGPE_HCODE_FUNCTION_ENABLE Fix
-Remove build flag based setting of PGPEFLAGS
-Set ATTR_PGPE_HCODE_FUNCTION_ENABLE=ON by default
