p9_pm_set_homer_bar for L1
Fixed pba_init/bar_config dependencies as they are merged in master now
Added wrapper file, indentations and other changes.
Rebased with master
Updates based on gerrit feedbacks (removal of extern "c", removal of enums)
More updates on gerrit feedback
