p9_mss_eff_grouping update group of 2
Update group of 2 function to cover additional mem configurations
1) Try to group 2 ports in the same MCS first
2) Try to group 2 groups of 2 on two cross-MCS
3) Walk through the remaining un-grouped ports and try group of 2.
