update fapiParseErrorInfo.pl script to look for invalid xml data.
. exit with error if there are duplicate elements (ie, targets,
childTargets, procedure, procedure, bus, hw) in error
stanzas of callout, deconfigure, gard.
. add 'rc' to error messages to aid in debugging
