to the USG macro.

Delete unused and/or empty files.
* config.gcc: Define USG in xm_defines as appropriate. Define
POSIX in lieu of xm-svr4.h. Delete all references to the SVR3
macro. Remove deleted xm-* files from $xm_files variable.
