PR target/15491
* vax.c (vax_rtx_costs_1): Merge with vax_rtx_costs.
(vax_rtx_costs): Return false when passed unsupported rtx's. Handle
FLOAT_EXTEND, FLOAT_TRUNCATE and TRUNCATE. Fix costs for POST_INC,
PRE_DEC, NEG and NOT.
