* predict.c (counts_to_freqs): Make glolbal.
* predict.h (counts_to_freqa): Declare.
* profile.c (compute_branch_probabilities): Compute frequencies
* tree-profile.c (do_tree_profiling): Refine conditional on when
tree profiling pass is needed.
