* Makefile.in (TEXI_GCC_FILES): Add compat.texi.
* doc/gcc.texi (Top): Add new chapter, Binary Compatibility, and
include its file, compat.texi.
* doc/compat.texi: New file with new chapter, Binary Compatibility.
