* gcc.exp (gcc_target_compile): Put braces around
additional_flags=$TOOL_OPTIONS; allows for whitespace in $TOOL_OPTIONS.
* objc.exp (objc_target_compile): Likewise.
* treelang.exp (treelang_target_compile): Likewise.
