* configure.in: Move as much as possible below AC_CANONICAL_SYSTEM.
Introduce _GCC_TOPLEV_NONCANONICAL_TARGET.
* acinclude.m4: Include acx.m4.
* aclocal.m4: Regenerate.
* configure: Regenerate.
