* c-decl.c (define_label): Tidy. Don't use any of
error_with_file_and_line or warning_with_file_and_file.
(pending_xref_error): Likewise.
(store_parm_decls): Likewise.
(current_function_prototype_locus): New object. Package from
current_function_prototype_file and current_function_prototype_line.
(start_function): Use it.
(current_function_prototype_file): Remove.
(current_function_prototype_line): Remove;
