* function.c (instantiate_decls): Remove valid_only argument.
(instantiate_decls_1, instantiate_decl): Likewise.
(instantiate_virtual_regs_1): Delete.
(instantiate_virtual_regs_lossage): Delete.
(instantiate_virtual_regs_in_rtx): New.
(safe_insn_predicate): New.
(instantiate_virtual_regs_in_insn): New.
(instantiate_virtual_regs): Update to match all that. Only run
instantiate_decls once.
