PR debug/34484
* dwarf2out.c (dwarf2out_switch_text_section): Do not guard with
DWARF2_DEBUGGING_INFO.
(dwarf2out_note_section_used): Ditto. Add prototype.
(have_multiple_function_sections, text_section_used,
cold_text_section_used, *cold_text_sections): Move declarations
before their uses.
