* Makefile.in (PLUGINCC, PLUGINCFLAGS): New variables.
(site.exp): Export them when plugins are enabled.
testsuite/
* lib/plugin-support.exp (plugin-test-execute): Use PLUGINCC in lieu
of HOSTCC and PLUGINCFLAGS in lieu of HOSTCFLAGS.
