* config/sh/vxworks.h (SUBTARGET_OVERRIDE_OPTIONS): Reject -mrelax
unless compiling RTP PIC.
gcc/testsuite/
* gcc.dg/sh-relax.c: Skip for VxWorks if non-PIC.
* gcc.dg/sh-relax-vxworks.c: New test.
