PR target/51244
* config/sh/sh.md (movnegt): Expand into respective insns immediately.
Use movrt_negc instead of negc pattern for non-SH2A.
(*movnegt): Remove.
(*movrt_negc, *negnegt, *movtt, *movt_qi): New insns and splits.
