* config.gcc: Consolidate little endian handling and
little/big endian targets.
* config/mips/elfl.h: Remove file.
* config/mips/elfl64.h: Ditto.
* config/mips/ecoffl.h: Ditto.
* config/mips/r3900.h (SUBTARGET_CPP_SPEC): Remove.
