dcmihandler: Fix Get DCMI Capabilities command
Get DCMI Capabilities (Discover) command returned
wrong values for parameters exceeding 1 byte length.
Also added the check for SEL entries number range
per DCMI specification.
Tested: the condition for value limit check works properly.
