This moves the host-xz dependency handling from
DEPENDENCY_HOST_PREREQ to an extract dependency.
To achieve that, check-host-xz.mk fills in the
BR2_XZ_HOST_DEPENDENCY with host-xz if building a host-xz is
needed. The name BR2_XZ_HOST_DEPENDENCY has been chosen because it
matches the name BR2_CMAKE_HOST_DEPENDENCY already used in
check-host-cmake.mk.
The BR2_XZ_HOST_DEPENDENCY is added to all packages, except:
- host-xz, because we would otherwise depend on ourself.
- host-tar, because xz itself is delivered as a tarball, so we need
to have host-xz depend on host-tar, and not host-tar depend on
host-xz
- host-skeleton, because we need to have host-xz depend on
host-skeleton, and not the opposite.
In addition, we modify xz.mk to explicitly build host-xz without
ccache. We generally took the approach of building host-ccache *after*
all the extractors have been built.

This commit fixes the warnings reported by check-package on the help
text of all package Config.in files, related to the formatting of the
help text: should start with a tab, then 2 spaces, then at most 62
characters.
The vast majority of warnings fixed were caused by too long lines. A
few warnings were related to spaces being used instead of a tab to
indent the help text.

We want to use SPDX identifier for license string as much as possible.
SPDX short identifier for LGPLv2.1/LGPLv2.1+ is LGPL-2.1/LGPL-2.1+.
This change is done using following command.
find . -name "*.mk" | xargs sed -ri '/LICENSE( )?[\+:]?=/s/LGPLv2.1(\+)?/LGPL-2.1\1/g'

Commit 799c12e (xz-utils: needs threads) tried to fix an autobuild
failure by requiring threads. But xz-utils can be configured without
thread support (even though it is one of the most prominent
selling-points of the latest release!).
[Thomas: use --{enable,disable}-threads instead of
--enable-threads={yes,no}, to match what we generally do in most
autotools packages.]

On machines where xzcat/unxz is not available, we build host-xz. So if
host-xz is itself downloaded as a xz-compressed archive, it doesn't
work. Revert back to a .bz2 archive.

Since the trailing slash is stripped from $($(PKG)_SITE) by pkg-generic.mk:
$(call DOWNLOAD,$($(PKG)_SITE:/=)/$($(PKG)_SOURCE))
so it is redundant.
This patch removes it from $(PKG)_SITE variable for BR consistency.

Closes #7160
Since f46f81de1315 (Don't build host-xz needlessly), host-xz is no longer
unconditionally built when xz fs compression is requested, so don't
explicitly refer to it.
Instead, rely on our check-host-xzcat logic to ensure xz is available and
set the path to ensure our host variant gets picked up if not available on
the build machine.
While we're at it, get rid of the now unused XZ variable.

Thanks to the pkgparentdir and pkgname functions, we can rewrite the
AUTOTARGETS macro in a way that avoids the need for each package to
repeat its name and the directory in which it is present.

xz itself works without wchar support, but the C99 test in configure
fails when it isn't available. Fix it by providing a cached value for
the test.

Now that we have libtool-2.2.x patch support, we can get rid of a bunch
of _LIBTOOL_PATH = NO, fixing (potential) cross link issues.
Notice: php not changed, as it uses a very old 1.5 version for the
embedded sqlite, where our buildroot-libtool-v1.5.patch doesn't apply.
