elog: Rename elog_write* to elog_write_to_fsp
Current elog_write locks, lists and functions are used
to log the error to fsp. This patch aims to rename all
the elog_write* to elog_write_to_fsp.
This naming convention is needed with the introduction
of elog_write_to_host functionality.
