yocto-poky: Move to import-layers subdir

We are going to import additional layers, so create a subdir to
hold all of the layers that we import with git-subtree.

+Subject: [PATCH] Remove the warning about deprecated paths in schemas

+Some schemas in gsettings-desktop-schemas (such as proxy and locale)
+are still using deprecated paths, as of 3.16.1. This causes warning
