IPMI protocol imposes limits on numbers of sensors identifiers (1 byte).
This limitation doesn't allow us to use unique temperature sensor ID for
each CPU core (4 CPU * 12 cores = 48 sensors).
Added patch makes OCC use own ID as channel label instead of using IPMI
temperature sensor ID.

Commit 03671c split P8 and P9 hostboot/OCC packages, so we need to
rename patch directories according to the new package names:
hostboot -> hostboot-p8
occ -> occ-p8

Akshay is currently helping with the debug, but with stop11 enabled
in the XML, we have CPUs dissappear followed by HARD lockups when
running 'sensors' on the host (which gets CPU sensors by using
special wakeup).

- All of the FW changes are in to support sequoia and
redbud in a single config
- This commit creates the combined/default config 'witherspoon'
- We retain a copy of witherspoon_defconfig as witherspoon-sequoia_defconfig
to make CI happy during the transition.

Witherspoon comes in two variants: 6GPU and 4GPU.
These are referred to as Sequoia and Redbud.
There are minor differences (in how the NVLink bricks are wired up)
that we should be able to handle mostly 'transparently' in firmware.
The current situation is that we need a separate Redbud build that hard
codes some things in skiboot while we wait for Hostboot to populate HDAT
correctly.
Notably, the same image will *NOT* curretly work on Sequoia and Redbud,
which is why we add a redbud platform here.
It is likely that this platform will disappear in a couple of weeks.

This saves us a *lot* of copy&pasted build foo and replaces it with a couple
of config options that can be set in menuconfig.
This makes adding a new platform a much smaller operation, requiring fewer
changes that are scattered throughout the buildroot tree.
