qlcnic: Support MAC address, Tx rate config.
o Add support for MAC address and Tx rate configuration per VF via iproute2 tool. o Tx rate change is allowed while the guest is running and the VF driver is loaded. o MAC address change is allowed only when VF driver is not loaded.
