Revert "cpufreq: suspend governors on system suspend/hibernate"
Commit 5a87182aa21d (cpufreq: suspend governors on system suspend/hibernate) causes hibernation problems to happen on Bjørn Mork's and Paul Bolle's systems, so revert it.
