[media] gspca - zc3xx: Add V4L2_CID_JPEG_COMPRESSION_QUALITY control support
This patch is adapted from Sylwester's patch proposed on 2012/02/22. The JPEG compression control does not work with the autoquality done for the sensors hv7131r and pas202b.
