Specifically check for all expected types. Create an error
if an unsuspected type is encountered. Also use the const

fapi2::getScom on OCMB targets eventually resolves
to a mmio call at runtime.
This commit registers a runtime version of mmioScomPerformOp
to the IBSCOM device ops for OCMB targets.
During runtime, hostboot will rely on the hypervisor (opal/phyp)
to issue the inband commands to perform the operation on the
desired OCMB.

Once I made the Attribute structure public, I exposed the API.
It was no longer sufferance to allow users to just modify the properties
of the structure openly. It was time to encapsulate the data and
provide a proper API.
Removed the 'virtual' keyword from the class AttributeTank. This
class is not being used polymorphically any where, therefore the
keyword 'virtual' was just adding to it's memory size foot print
for no reason.

* Added struct AttributeSetter_t to be sent as a GenericFspMboxMessage_t
message via a firmware request.
* Created 'sendAttributes(const vector<Attribute>&)' to pack the
attribute data into the message to be sent.
* Moved AttributeTank::Attribute from the private area to the public
area so it can be used outside of class AttributeTank.
* Added more documentation on how the process of adding and creating
messages is done.

Memory VPD contents have changed since the cards have been
built so we need to provide a method to override the data
as part of a FW build. We have done the same thing
previously for the MEMD record on the Nimbus machines
so will use the same design here for SPDX.
As part of this change, the previous MEMD support was
refactored to be completely generic so a single code path
can be used for any arbitrary record.

This change adds absolute addresses to HDAT for the SP ATTN area
that the PHyp team can now use for predictably locating PHyp
debug information. In addition, Hostboot now populates attributes
with its intended PHyp ATTN area start addresses for FSP to read.

-Hostboot master Drawer will create TRACEBUF section in the HB
Rsvd Mem and HBRT, while booting, gets the TRACEBUF section
details and initializes the circual buffer, if available.
-If a valid data is present in the buffer, HBRT will create an
info log ERRL, otherwise initializes the buffer.
-Traces from all components are serialized and stored in the
single TRACEBUF in the same format (fsp-binary Trace). When
buffer is full, it deletes the oldest entry/entries to store
the new ones.
-ERRL->collectTrace() works similar to other buffers.
-A new test case is added to dump the traces from TRACEBUF.

Existing code didn't support collecting the present chips
on all nodes (Hostboot instances) and updating all SBEs with
a system wide view. For non multi drawer configs it will just
update based on HB instance view. For multi drawer configs
the other hostboot instances will be queried for their configs,
aggregated, and then informed of the system wide view via IPC
commnuication.

An issue has recently occurred when hb reserved memory past
the allowed limit (256M-4K) and overwrote some of the PHYP
memory, which caused bugs that were difficult to debug. This
change is to check the memory address we are trying to reserve
and throw an error if the address is at or above the allowed
limit. We only execute this check if PHYP is running and only
on components not belonging to PHYP (PHYP components may be
placed outside of the limit).

For every instance where a firmware_request is made, it is possible
to get an error if the FSP is doing a reset/reload. Now, if an
error returned from the firmware_request call indicates that the
FSP is doing a reset/reload, the firmware_request call will be made
again. Also refactored the code. Consolidated the calls to
firmware_request to another file to facilitate the adding/updating
of messages.

The GenericFspMboxMessage_t struct has been expanded to provide
a lot more data than before. The highlights are that it now
carries the data size, an error only flag, a sequence number
and a magic number to identify the message. An initialize
method has been provided to set some of these to default
values. In addition the message types are consolidated into
one enum. All enums have a prefix of GFMM to avoid name
collisions. The sequence number is an auto incrementing
number so we can keep track if the messages are received out
of order.

As an initial step towards our goal of booting from previous attr
data and not re-finding out targeting/attr data from PNOR, this commit
saves the targ/attr data that we put into HDAT to a memory address
that HB owns (phyp shouldn't ever touch) so that we can use the info
on the MPIPL path. Ideally this info would be coming from RT but that
is the next step. This just proves that it can be done and outlines
how we should do it.

Inside the start payload istep a set of FAPI attributes will
be read and copied into a specified location of mainstore so
that HostServices runtime code can access them.
There are 4 files that will be shared with HostServices code:
- attribute_structs.H : common structures used to define data
- hsvc_sysdata.C : list of required system attributes
- hsvc_procdata.C : list of required proc attributes
- hsvc_exdata.C : list of required ex attributes
