Make ATTR_PLCK_IPL_ATTR_OVERRIDES_EXIST non-volatile
This attribute is used by the FSP to communicate to Hostboot that attribute
overrides exist in a PLCK IPL. It is pushed to PNOR by the FSP before Hostboot
is launched, in order to work, this attribute must actually be in PNOR, so it
must be non-volatile.
