Fix bug in Targeting Attribute XML for ATTR_EFF_DRAM_ADDRESS_MIRRORING
The attribute has array dimensions that are nested incorrectly causing
them to be ignored. This causes a compile time error when FAPI HWP code
queries the corresponding FAPI attribute (FAPI Attribute type does not
match Targeting Attribute type).
