to reflect the new license.
We understand that people may be surprised that we're moving the header
entirely to discuss the new license. We checked this carefully with the
Foundation's lawyer and we believe this is the correct approach.
Essentially, all code in the project is now made available by the LLVM
project under our new license, so you will see that the license headers
include that license only. Some of our contributors have contributed
code under our old license, and accordingly, we have retained a copy of
our old license notice in the top-level files in each project and
repository.

The llvm_string_of_message function, called by llvm_raise, calls
LLVMDisposeMessage, which expects the message to be dynamically
allocated; it fails freeing the message otherwise. So always
dynamically allocate with LLVMCreateMessage.

This deprecates:
* LLVMParseBitcode
* LLVMParseBitcodeInContext
* LLVMGetBitcodeModuleInContext
* LLVMGetBitcodeModule
They are replaced with the functions with a 2 suffix which do not record
a diagnostic.

If we call only external functions from a module, then its 'let _' bindings
don't get executed, which means that the exceptions don't get registered for use
in the C code.
This in turn causes llvm_raise to call raise_with_arg() with a NULL pointer and
cause a segmentation fault.
The workaround is to declare all 'external' functions as 'val' in these .mli
files.
Also added a separate testcase (the testcase must call only external functions
for the bug to occur).
