The s390x builtins are still using FSub instead of FNeg. Correct that.

levels:
-- none: no lax vector conversions [new GCC default]
-- integer: only conversions between integer vectors [old GCC default]
-- all: all conversions between same-size vectors [Clang default]
For now, Clang still defaults to "all" mode, but per my proposal on
cfe-dev (2019-04-10) the default will be changed to "integer" as soon as
that doesn't break lots of testcases. (Eventually I'd like to change the
default to "none" to match GCC and general sanity.)
Following GCC's behavior, the driver flag -flax-vector-conversions is
translated to -flax-vector-conversions=integer.
This reinstates r371805, reverted in r371813, with an additional fix for
lldb.

This breaks the LLDB build. I tried reaching out to Richard, but haven't
gotten a reply yet.

This patch series adds support for the next-generation arch13
CPU architecture to the SystemZ backend.
This includes:
- Basic support for the new processor and its features.
- Support for low-level builtins mapped to new LLVM intrinsics.
- New high-level intrinsics in vecintrin.h.
- Indicate support by defining __VEC__ == 10303.
Note: No currently available Z system supports the arch13
architecture. Once new systems become available, the
official system name will be added as supported -march name.

This adds assembly-level tests to verify that the high-level
intrinsics generate the instructions they're supposed to.
These tests would have caught the codegen bugs I just fixed.

The following two bugs in SystemZ high-level vector intrinsics are
fixes by this patch:
- The float case of vec_insert_and_zero should generate a VLLEZF
pattern, but currently erroneously generates VLLEZLF.
- The float and double versions of vec_orc erroneously generate
and-with-complement instead of or-with-complement.
The patch also fixes a couple of typos in the associated test.

This patch updates the vecintrin.h header file to provide the new
set of high-level vector built-in functions. This matches the
updated definition implemented by other compilers for the platform,
indicated by the pre-defined macro __VEC__ == 10302.
Note that some of the new functions (notably those involving the
vector float data type) are only available with -march=z14
(indicated by __ARCH__ == 12).
