[DAGCombine] Replace `getIntPtrConstant()` with `getVectorIdxTy()`.
- Prefer `getVectorIdxTy()` as the index operand type for
`EXTRACT_SUBVECTOR` as targets expect different types by overloading
`getVectorIdxTy()`.
