move target-independent opcodes out of TargetInstrInfo
into TargetOpcodes.h. #include the new TargetOpcodes.h into MachineInstr. Add new inline accessors (like isPHI()) to MachineInstr, and start using them throughout the codebase. llvm-svn: 95687
