[IRCE] Optimize conjunctions of range checks
After this change, we do the expected thing for cases like
```
Check0Passed = /* range check IRCE can optimize */
Check1Passed = /* range check IRCE can optimize */
if (!(Check0Passed && Check1Passed))
throw_Exception();
```
